Uzbekistan celebrates the 24th anniversary of the adoption of the Constitution of the Republic of Uzbekistan.
On this occasion, a ceremonial event took place at the “Uzbekistan” palace of international forums on 7 December. The event was attended by state and public figures, representatives of such spheres as science, culture, art and sport, members of the wider public and representatives of foreign embassies and international organizations’ offices in country.
President of the Republic of Uzbekistan Shavkat Mirziyoyev made a speech at the gathering. I have watched his speech and here the main points of it.
Mr. Mirziyoyev said that all the successes and achievements attained by the Uzbek people in the years of independence and high economic growth rates in the country clearly indicated the vital power of the country’s Constitution and the fact that provisions and norms enshrined in it had been thought through so deeply and rested on a firm basis. Reforms embodying the spirit of humaneness are producing great results in further raising the people’s living standards, ensuring the country’s prosperity and development, building up Uzbekistan’s prestige in the world community and bringing up the younger generation to be well in every respect.
Shavkat Mirziyoyev stated, that along with the universally recognized democratic principles and values it was important to express in the Main Law the unique traditions and rich experience of state-building of our people. Thus the great notion “The human and human dignity” was elevated as a cornerstone idea.
By the initiative of the First President, it had become a good tradition to give a specific name to every new year, that state programmes had been worked out in this area and that a range of measures were to be carried out. 2016 was declared the Year of Maternal and Child Health. Large-scale state programme has been developed and carried out to strengthen the health of mothers and children and to bring up a healthy generation with high moral principles.
Measures specified in this programme were extended to all the regions of the country. And in reaching the noble goal of bringing up a healthy generation, state and nongovernmental organizations, public structures, production enterprises and representatives of the business sector have actively participated, which is a clear sign that this idea has turned into a national effort.
In accordance with this tradition, Shavkat Mirziyoyev proposed declaring the new year 2017 the Year of Dialogue with the People and Human Interests.
Mr. Mirziyoyev expressed the idea of creating an effective mechanism on communicating the core essence of the laws, decrees and resolutions, adopted by the Parliament and executive bodies, to the population. He stressed the importance of raising the legal awareness of citizens and bring them up in the spirit of respect to law.
According to the President, ensuring human rights, which is enshrined in the Constitution as the supreme value, will henceforth remain in the focus of Government’s attention. “All of us well understand to what extent it is important to achieve a true independence of judicial power”, he said.
In this context, Mr. Mirziyoyev referred the most important goal, which is reflected in our Constitution – the issue of comprehensively ensuring the human interests.
“It is not the people who should serve the government bodies, but it is the government bodies who should serve our people and this truth, first of all, must be well understood by executives at all levels”, he declared.
Mr. Mirziyoyev stated that he clearly stands for improving the activity of the President’s Office and the Cabinet of Ministers, and ensuring the effective implementation of laws, decrees and resolutions being adopted.
According to him, with this purpose, the Government together with the Parliament and with participation of social organizations and NGOs are elaborating the Action Strategy on further development of Uzbekistan in 2017-2021.
The Strategy will clearly define the most urgent tasks on state-building, improvement of judicial and legal system, liberalization of the economy and development of social sphere, strengthening the international friendship and accord.
President Mirziyoyev ended his speech saying that the forthcoming year will be another enormous step to consistently pursue the prime goal of Government’s policy, i.e. the noble idea that ‘the human interests come first’ makes the life of Uzbek nation more prosperous and happy.
